But the sphere has to reach the target first, the example in the rules
talks about transparent barriers and the fact that they don't stop a power
ball but the guy hiding behind the wall won't be effected since the caster
cannot see him...
It then goes on to say that elemental manipulations are impeded by "glass
and other barriers" and that firing through barriers rules apply - as we've
already determined the vehicle itself is unharmed so everything inside it
is likewise protected.
It's also worth noting that the rules state that they effect an area in the
same way as a physical explosion (centre out presumably) - and remember
that the caster cannot target the spell inside the vehicle because of the
barrier effect and if they try they're aiming at a base 12 for blind fire
anyway...
