Yes, and...? If you don't allow people to target empty space, there's
always, "My target is the corner of his window." And as Lone Eagle
pointed out, you're firing blind at Mr. Johnson, so you get that neat +8
TN to hit him, even if hitting his window requires only a 4.

They already are, and you don't need magic for it. My group fired a
Great Dragon into some opposing runners' apartment, for example.
