You are wrong about the LOS issue -- it's an area-effect elemental
manipulation spell, and those don't need LOS to hit. As long as you can
see the target point, you'll hit everyone and everything within the AoE.
As for the Faraday effect, MITS mentions that insulated armor or
clothing prevents damage; thus it becomes a question of whether a
vehicle counts as such, or if the spell manifests inside the vehicle
just like it would on the far side of a brick wall. This, I suppose, can
be debated endlessly because I don't think there's an answer in any of
the books...
