Since I am completely lost on who is rally arguing what, I would like to
point out that the 2 paragraphs on 182 really explain it
well (as mentioned above). It says that it affects targets like the
explosion or grenade. Which means that is starts at a point
and grows, to envelope the radius. It specifically states that it is
impeded by physical barriers. Since example 2 has a wall
in the way, the user would simply add the barrier rating to their armor.

If example 1 t would resist full damage power, and in example 2 t would
resist the power of the spell reduced by the rating
of the barrier.

One of the things that magic spells did not do was address is proximity. I
am not sure if that was intentionally left out for
speed, or simplicity, or because it is simply magic. Ideally the spell
would be most concentrated at the center and weaken
out towards the edges.
