This contains everything that I have managed to unearth concerning the
operation known as COT/CoT. The last thing I was able to ascertain is
that the entire operation is due to move from Seattle to a new location,
where I do not at this time know, though I suspect it is somewhere on
the East Coast.


Also included is my analysis of the data sent from Miami by Lynch and
Agent Kreutz. I do not believe that any of you will be impressed with
this - it is only the tip of a very large iceberg, and something I feel
we should all be extremely concerned about.


The Miami contingent of CoT, though still active, is simply a terrorist
cell. It has no further functionality for CoT/COT except to feed them
with bodies and distracting opportunities. The Seattle contingent will
shortly become a similar entity and remain for as long as they can find
sympathisers and recruits - which is to say - for a long time. I
believe that they will continue their terror campaign against
metahumans, and occassionally will waste valuable resources making a
political statement when it looks like the fountain of wealth that feeds
them is beginning to dry up. I find it endlessly amazing that so many
people are prepared to donate funds to an organisation that is dedicated
to the random murder of innocents - mankind continually repeats it's
mistakes of the past. Such stupidity is quite incredible.

This allows access to a second part of the datastore. This contains
what I have managed to uncover in Washington concerning a certain
adversary of yours. It is not complete, but it is all I have managed to
accumulate into the store to date. There is more information but it is
incomplete and merely a series of notes and ramblings, analysis and
scribblings - that can be recovered from my computer, which should still
be located in my Washington appartment - the datadisk is stored in a
concealed panel under the window of the living room behind the power
sockets. What is there will bring you a little closer to the ones you
hunt.

Tourniquet have revealed a vital chink in their so far inpenetrable
armour. They fear us. I have finally understood why they have spent so
much time hunting and killing my agents rather than feeding them false
information. The determination to scare us off through excessive loss
of manpower, they fear that we might allow sanction on foreign lands -
as has been done before. It may well be, that this will be necessary.
I leave it to you to decide.


There is a considerable amount of data available on the subject that was

I do not understand the insistence of Congress to close down the
Projects - they were to all intents and purposes, working. Another 8
months of free operation, and changes would have been noticed. Such is
the world of politicians, when something invaluable to civilisation can
be eradicated because of a few votes and personal fears. I give it five
years before Congress reinstate the principle of the projects, but allow
them a freedom that is unprecedented and would have been unnecessary had
the Projects remained in operation. What we will have in the future
ladies and gentlemen is a Police force that will be feared and hated by
the population, based on the fascist police states of other countries,
and I think we all know what that means for this country.


It has been an honour working for and with you all. It is unfortunate
that all our futures are dictated by a group of vote hungry morons who
