This is probably the best place to ask this as it isn't in the FAQ.

How does one join a storyline in progress? For example, if
Dark Elf is looking for information on some killer in south Seattle,
is it all right for someone to give him information, not knowing if DE
has the story already plotted? Is it all right to jump in on something,
say, the search for Legion, and state "Hey, I saw him!"?

Currently, before I jump in on a story, I send mail to the person
involved. But this seems so slow! What can be done?
