Some people seem to get better or worse with change, but not stay the same.
I have witnessed two events that shaped this comment. Event #1: meeting
and interacting with the Wanderer. Event #2: meeting and interacting ever
so briefly with DragonEyes.

I've also met one person who that comment might be true with, but he has
undergone so much that it is hard to say whether that is true or not. I
suspect it is not true though. I suspect he has changed for the worse as

U: The Children of Thunda make travel somewhat difficult. Were you able
to dissuade the delegation?

F: No. They want SIGA off the case. Coppinger played to their fears,
acquired too many powers, reacted too strongly. We should have seized
the mission from him before he spoiled our chance -

U: Perhaps. Their alternative?

F: A Congressional subcommittee. They disbanded the Projects, they
pulled SIGA off the case, now they set a pack of bureaucrats to
squabble over the correct means to use. How to stop ravening beasts
without losing votes in the process.

U: CoT are not a threat to us. They are in some ways an opportunity.
They will escape, unpunished, whatever scheme they plot successful.
The lesson will be remembered. You and I will ensure it is
remembered. And, in the UCAS as it exists, you could not have stopped
CoT, any more than SIGA have been able to stop you. You would have
failed and sacrificed your hopes.

F: Perhaps.

U: I tell you truth. Let them babble. Perhaps some more violence will
remind them that only unbridled force can oppose determined
terrorism. Support SIGA's work in ending the killing. Consoldidate
their position, so it fits you better when you occupy it. How go
other matters?

F: The main operation is still on track. And a bonus. Your prisoner
arrived on schedule, and has been repaired and is working back up to
fitness. One of my people suggested 'Reaper' as a name?

U: It suffices. Which Team is he being assigned to?

F: Better by far. Rather than send him to a SEAL team, Coppinger is
making approaches to be allowed to recruit him.

U: Surely not.

F: Surely so! It's perfect. Lynch dead, and Coppinger needs a
replacement, someone with SpecOps experience, able to work the
streets, a skilled soldier with an intelligence background. And
Reaper returns, a few days before Lynch's sad demise, a man who can
be relied on to hate Aztlan, to be skilled, to be a deadly enemy to
send against us.

U: If it weren't for the timing I would suspect a trap. It's almost
_too_ perfect. But while I might look a gift horse in the mouth, I
won't quibble when luck for once favours us. Act with caution,
though.

F: I intended to. A pity about Lynch. He deserved a better death.

U: I have learned painfully that he turns 'better deaths' into a means
to escape, at cost to myself. Be glad he is dead. You're sure he
actually _is_ dead?

F: I saw the body myself.

U: Then there is only Lilith with whom to settle the score. And it is
with that traitorous bitch I have the greatest quarrel. _She_ will
die slowly. She will _beg_ for death...

F: As long as it doesn't interfere with our real mission.

U: Of course. You should use your people to cause a few deployments and
training exercises, around the right time. It will enhance their
chances of being placed on the mission.

F: Already done. The CoT episode was a perfect excuse. I should be able
to get all my current department heads out. With Reaper, and perhaps
Linchpin, in place to take over there shouldn't be too great an
impact on operations.

U: Excellent. If we can extract them back you'll have them for your own
use again. If not... a small price to pay for what they and the prize
will give the Planners. With that information, we should be aiming to
complete in five or six years.

F: So close... Before I'm even fifty.

U: Be well. Keep your eyes upon our goal.
