Phase Four has also proved to be successful: the information gathered by your
operation has been most invaluable, and led to the Manchu conditioning being
successfully implanted by only the boosted signals of a standard BTL chip,
without the need for the high-level neural stresses generated by the
interrogation routine. Unfortunately, even high-intensity subject matter does
not allow the Manchu imprinting to take place via ASIST playback of normal
levels: that was, however, never considered likely.

Your immediate orders are to cut off supplies of the Phase III chips and report

Our ambush for Lynch appears to have failed: luckily without incident. I
believe, with hindsight, I placed too much bait in the trap, and he became
suspicious. The InterPol team sent were impressive in their professionalism:
Walsh and I most particularly enjoyed "interviewing" the female agent they
wished to place as a dancer. The club was not compromised, and the cost
involved was small.

I have identified a suitable group for the field-test of Phase V: Corporal
Ramirez was most invaluable in this matter, and I have field-promoted her to
Sergeant as a result. She is now in a position to supply a relatively immobile
and close-knit community of approximately fifty sufficiently affluent BTL-using
individuals whenever the merchandise is ready: a group of students at the
University of Washington. We will be in a position to observe the results
effectively.
