>>>>>[Major, you have a problem, and it's name is Commander Drake.

There were Aztechnology Leopard Guards at my ambush, Major. Of course, you
can't admit to being their commander because that would mean that you would
have to admit to a level of connection between the Aztechnology corporation
and the nation of Aztlan that doesn't officially exist, but let me tell you
what's going to happen.

Leopard guards have interfered with my investigation and attempts to track
and arrest Jason Lynch. Therefore they have broken the law. Not only that,
but it is illegal for corporate security to operate outside their
jurisdiction. That's two laws they have broken. Finally, I suspect that
they crossed borders in the process of commiting these crimes. And that
doesn't include the fact that one of those Leopard guards is wanted for the
attempted murder of an InterPol agent, which makes it automatically in my
jurisdiction even if none of the other laws have been broken. That means
that those guards are smack in the middle of my jurisdiction and _my_
investigation.

Have them called off, Major. If you want InterPol to do your fraggin dirty
work for you and Aztechnology, fine. But let InterPol do your dirty work and
stop interfering in any way, shape, or form.

You've just hit strike two, Major. Strike three is the next time I find
Leopard guards interfering with my investigation. Let me tell you what
happens when you hit strike three. At strike three, all those Leopard guards
get arrested, the bodies placed under InterPol control, not the Seattle or
Lone Star coroners. Then each surviver gets tried and his or her
connections, via the tatoos and cyberware, get revealed and Aztechnology has
a major problem on thier hands. All of this will happen _within_ InterPol,
under my personal supervision. I will take great personal pleasure in
causing Aztechnology a major public relations debacle.

And if those Leopard guards resist arrest, they will be shot. If simply
wounding them does not stop them, they will be killed and I will still
personally supervise the autopsies and provide all the proof I need to make
Aztechnology's life in Seattle a little less than pleasant.

Naturally you'll deny any knowledge of the Leopard guards being in Seattle,
and disavow any responsiblity for them. Regardless, I suspect that the
message I'm tring to send has been understood and will reach those who are
responsible.

And I do hope you understand _extremely_ well, Major. You're at Strike two
now, and now you know exactly what will happen if you hit strike three. And
this isn't a threat, Major Zicahuata, this is a fact. A reality.]<<<<<

>>>>>[Commander, your remarks are inflammatory and possibly actionable.
They could even be construed as threats.

Let me make absolutely clear that Aztechnology abhors crimimality and
totally rejects the suggestion that, somehow, units of the Aztlan military
are operating illegally in the UCAS. There are no Leopard Guards operating
in Seattle outside Aztlan jurisdiction. I have no military forces under
my command. I am assigned to Seattle to carry out routine liaison and
analysis work, and have no involvement with any operational matters.
Is that sufficiently clear?

The individuals you claim to be 'Leopard Guards' were doubtless local
criminals, of which the UCAS appears to have a plentiful supply. There may
well be some crude attempt by their employers to portray them as being
linked to some or other corporation: this is a popular gambit.

Commander, we are dismayed by your lack of success in apprehending Lynch.
Please do not allow your frustration at your failures to spill over onto
an entirely law-abiding and honourable corporation.

I will have to bring your intemperate statements to the attention of your
superiors, Drake, and to our legal department. Are all InterPol officers
so blatantly prejudiced against Aztlan and Aztechnology, and so eager to
swallow tabloid rumours about "elite military death squads"? This is a
matter of some concern to us.]<<<<<

>>>>>[Colonel, I am struggling to contain myself. Drake is both
constraining
our operations, and allowing Lynch to escape. Yet again, his men wasted
their fire on Lynch by splattering him with gel! A clean headshot and yet
Lynch lives! This cannot be allowed to continue: Drake's methods are
obviously ineffective, yet he impedes our efforts also: the distraction
of InterPol's attack allowed Lynch to escape our ambush.

I urgently request permisson to eliminate Drake. I disagreed with the
decision to involve InterPol at the time, and I believe events have proved
me correct. Our own men are far more effective: Lynch's ally Blade barely
escaped a trap that used only one section of troops, yet left him maimed.
One more such success and Lynch will be eliminated permanently.

We are beginning Phase IV now, since our opposition - thanks more to our
own efforts than the blunderings of InterPol - are weakened and in disarray.
Although now four weeks behind schedule, we are still within acceptable
limits and expect few new problems to emerge.]<<<<<

>>>>>[Permission denied, Jose. Drake is *succeeding* in achieving our
aims, though I agree his attitude towards Aztlan constitutes a problem.

Remember your mission: conduct Phase IV of Project Manchu. Do not allow
your desire to destroy an enemy of the State to distract you from your
duty to that State.

Lynch is pursued, isolated, and rendered impotent to harm you by his lack
of any information. Whereas Phase III was a high-profile project and risked
exactly the exposure that occurred, Phase IV should be undetectable even
if - as has happened - the enemy know what it is. For now, you are safe.

However, I have opposed Lynch before. One of his favourite tactics is to
conduct reconnaisance-by-exposure: to reveal himself, and use the attack
that follows to find his targets. Do not rise to his bait: continue with
your mission.

Use the following to aid you, and to constrain Drake.

+++++include file: protest.txt

The Marshall will rein in Drake and focus his attention where it belongs.

In addition, Drake's statements provide us with future leverage: we now
have proof that InterPol agents believe unsubstantiated rumour and falsehood
about Aztlan/Aztechnology operations, which may have value in the future.

You have done well, Jose. Continue to do so. Show your strength as a
warrior by accepting that you cannot succeed everywhere, and ensure that
the mission is completed without compromise.

Finally, while I applaud your extraction of your wounded and dead, ensure
that they cannot be linked to us if captured. Bad luck may strike at any
time.]<<<<<
