F: Taking well, by all accounts. Harrow's been handling him.

V: Good. He's due a refresher, isn't he? I'll clean up his
recollections, just in case. Reaper will report to you direct, and
we'll keep him anonymous. You don't know his name?

F: No. I was careful not to enquire.

V: Good. I know your feelings about having your memories tampered with.

F: You know...

V: Why do you think I haven't tried to adjust you in over a year? I made
a mistake with Emma and she fled to her death, costing me a valuable
agent. I don't repeat mistakes.

F: Very well. My mole inside SIGA is also proving reliable. Amazing how
effective greed can be.

V: Coppinger is an honourable man. His blindness is that he expects
others to be honourable. Your finances are sound?

F: Extremely so. Tractor has made several contacts in Seattle, and is
backing a number of Seoulpa and other minor organisations that have
good prospects and tractable leaders. Weapons, BTLs, drugs, and
muscle to help give them an edge... all for a fee, naturally. Nothing
more serious, any larger organisation would need outright
subversion...

V: Too dangerous, I agree. Wars are only good business if you aren't in
the fighting.

F: So, what are our plans?

V: Consolidate and rebuild, for now. The situation favours us. The Cabal
have laid a wonderful foundation for you. SIGA and Achilles had the
situation under control, using forceful but effective methods.
Political interference, and the horror of bureaucrats at the means
necessary to fight such a ruthless foe, led directly to thousands of
deaths. Deaths that could have been prevented. Use that bogeyman to
your advantage: point out the result of taking the kinder, gentler
approach to psychotic killers.

F: Then a short, violent campaign of terror...

V: ...ended by ruthlessly effective State violence, with hundreds of
lives saved. Peruse this.

F: If the final attack _isn't_ stopped in time...

V: Isn't that SIGA's speciality? Arrival in the nick of time? Especially
now we have Reaper and Furrow in their midst. Let them think it was a
key part of our plan. Let them congratulate themselves on their
genius in once again foiling our schemes, as they do our work for us.
One thing, though.

F: Make sure there's no pointer, accidental or deliberate, to any
outside body.

V: Precisely. I believe Coppinger still has secondary release authority,
and accidents could be... inconvenient. It must appear home-grown.

F: For this, easily achievable. And I know the exact cause, and the
perfect teams. Seattle?

V: Why not? <chuckle> Why allow open wounds to heal, when they could
serve our purpose so well?
