The good Commander operates semi-autonomously and his beloved Special
Branch follows his orders nearly exclusively. However, under certain and
extremely specific circumstances, Commander Drake must reallocate Special
Branch's resources from one realm of investigation to another.
Apparently this has just occured. The Commander of Special Branch has a
special exemption from this.

Thus, while the combined worldwide resources Special Branch may bring to
bear upon an investigation could be directed into a single investigation,
the Commander may, if he so chooses, exempt himself from the
investigation in a form of protest against the ursuping of his command.
Except where Section 96a becomes invoked. This particular section of the
Special Branch sub-charter breaks down further into paragraphs relating
to specific circumstances, with Paragraph 12 as the "catch-all" paragraph.

Except when Section 96a becomes invoked, the Commander is free to pursue
whichever case strikes his fancy, so long as such pursuit does not
interfere with his regular duties.

Commander Drake only rarely is required to pursue a specific individual.
Apparently the Commander's superiors determined that the current pursuit
of Mr. Lynch sufficiently important to invoke Section 96a, Paragraph 12.
The last person Commander Drake, excluding Dr. Jackson, pursued was a
troll by the name of Doomsday. Had Doomsday not successfully broken the
Commander's back, he would have been arrested as well.

Good luck, Mr. Lynch. Comander Drake rarely misses when he devotes his
considerable skill to apprehending someone. You could very likely avoid
many, perhaps most, of his agents for some time. Others certainly have.
But the good Commander is quite another matter. Good luck, because you
