The dossier details a transaction involving numerous government and military
officials negotiating with Hector Otalvaro, international citizen, over
the establishment of several nuclear fission reactors to supply cheaper
electricity to the entire nation. There are nine proposed locations at
Olsztyn, Miastko, Poznan, Wroclaw, Cracow, Zamosc, Radom, Lodz, and Warsaw.
They are of various sizes and types. Six are slated to be heavy water
reactors alone. Cracow apparently has an operative High-temp, gas-cooled
reactor currently, with plans to switch to a gas-cooled breeder reactor.
Warsaw has developed a functional Light-Water Breeder reactor. Radom's
information is not in the dossier.

There is the mention of "no pecuniary transfer" to Otalvaro for his
"services." His "reimbursement" is stated to be handled
"internally."
Though two generators are running currently, the plans are to have all
nine locations producing electricity over 90% of the electricity of the
nation by 2060.

A curious memo is attached stating that fission-reactors in particular be
obtained. It is initialed ... "PS". The initial do not correspond
to any of the officials listed on the documents above.

Finally, there is a letter addressed to Otalvaro, stating the need for
a mean to dispose of the toxic waste beyond "what has already been
discussed." The signature is obscured by what appears to be transmission
smears.
