It appears that most of these hougan guy's in Jules operation aren't
initiated, however some notes in this hougan's place refered to 'having
found the twelth' and 'the bonding will occur in two weeks time'. I think
these guys were almost ready to create a magical group, would this
situation not 'tip the balance' between Jules and Carlos. Also it seems
that quite a few of the hougans aren't happy with the bosses choice in
right hand men, apparently they were insulted that there boss chose the
'puppet master' ahead of one of them. I guess this 'puppet master' guy is
that mage with the staff. ]<<<<<
