Through the operations of Ms. V, I have become informed of the possibility
of a frame and assassination attempt on a one Mr. Hernandez, whose dossier
I have inclosed.

However, we neglected to inform the requester of information, intentionally,
of Mr. Hernandez's personality quirks. Such as his wife and child in
Aztlan and his ultra-patriotism toward Aztechnology. Through his family,
possibly including the removal of one or both of his parents(the easier
target would be his mother, as shown in the dossier), we may be able to
coerce him into destroying himself. However, his ultrapatriotism may also
mean that our destroying his family will only make him less useful to our
plans.

However, if we destroy his personal life and do so in a manner that makes it
appear that the current hunter, Irish, and his newly discovered ex-associate,
Caine, are responsible, we may be able to use his vengeance to remove them
both.

He is a potential security risk to Ms. V and her connections to me. However, I
am hereby giving you the go-ahead to do whatever is necessary to frame Caine
for whatever you do to Jose Hernandez. Just do NOT touch Hernandez himself.
