UCAS government agent? I think you forget yourself, Ms. Lillith. He
cannot be a government agent for that would require that the UCAS
government acknowledge that they ordered him to commit all the crimes
that I have listed in my dossier. If he was a government agent, they
would be responsible and Aztlan, Mitsuhama, Renraku, and all the others
would have a lever to force the UCAS government to do what they want at
most, and a means to embarras the UCAS at the least.

No, Ms. Lillith, Jason Lynch is not an official UCAS agent, and the UCAS
can do nothing to directly help him without exposing their collusion in
his crimes. And you cannot shield him, if you are, as I suspect, another
SIGA operative, without doing the same. Having a UCAS government
official shielding a known international criminal would be embarassing as
well.

I am not proud of what I do, nor of the job I have done and am doing to
Mr. Lynch, nor do I enjoy doing it. But it is necessary for me to do my
job.

As for my enforcement or lack thereof, if you are an official of the UCAS
government and are willing to risk exposure, than feel free to
communicate with InterPol HQ in London regarding my performance. You
will find that I am operating under explicit orders given by Marshal
Xavier Qoph upon his receiving explicit orders from his superiors.

Jason understood this very well, and he and I talked about it a couple of
times. You see, the law and InterPol procedures provide me with a shield.
I have been _ordered_ not to pursue other criminals while Jason remains
at large. Only the intervention of the family of a wounded aristocrat
who also happened to _sit_ on the InterPol governing council in London
enabled me to assign _one_ unit to the tracking and arrest of the Humanis
terrorist Sword of God. _One_ unit.

If you are a SIGA member, you and only you can protect him. But to do so
would destroy you and him, and the very government which you work for
would be forced, regretably I'm sure, to turn him over to Aztlan or face
a debacle they cannot afford. I have to deliver him alive to Aztlan,
because those are my orders. If I had been given clearance by my
superiors to use lethal force, the "Wanted: Dead or... Dead" method, he
would be dead now and Major Zicahuata would be in possession of his body,
becuase I honor him enough to kill him, if my orders and the laws allowed
me to. But my orders do not allow me that freedom, and the very same law
that protects me binds me too.

When I catch Jason, my hands will be tied. I will have to deliver him to
Aztlan alive if I am able to do so. But your hands will not be tied.
Please, if you are able to do so, kill Jason. I cannot simply allow you
to do so, and I will do everything in my power to ensure that you will
not have the opportunity to do so, but if you do have that chance, take
it. It will be far kinder than my presentation of a live Jason Lynch to
