>>>>>[We're missing something key. We're focussed on who Thunda is and
what he's doing. But the vital point is _why_? Someone put a lot of
money, time and effort into preparing and supporting his little crusade.
They didn't do all that just for kicks.

Who gains, directly or indirectly, from Thunda's actions? Or, what is he
distracting us from?

Gainers? Maybe some of the wackier Humanis factions, who genuinely think
that Thunda's work is going to achieve their goals. Problem is, they're
so crazy, they get used as pawns by backers who give them explosives and
people and point them in the right direction. Even some of the Alamos
crowd are uncertain about Thunda's methods, as usual for Humanis there's
no consensus: if there's a Humanis layer I'd guess they're pawns, there
to distract.

Elven nationalists: his attacks seem to have been on predominantly Elven
areas so far. Manufacture a lethal threat, then exploit it for your own
ends. Risky, though, I wouldn't want to be a metahuman dealing with
Thunda even by proxy, unless his hatred is faked. Anyone trying to rouse
the people to action in those areas, proposing instant legislation, or
any of the other usuals? I've got Easy checking around as well.

Corporations. Thunda starts blowing stuff up, mostly in the poorer areas
but expanding his attacks into better areas. Lots of people start hiring
security, buying sniffers, et cetera, instead of other goods. Companies
with big security arms gain at the expense of competitors.

Foreign nations: we're distracted on a nasty internal problem when we
should be looking outwards, or else while Thunda struts his funky stuff
we're missing their real operation. Who would pull something like this?
No prizes for guessing I'd suggest Aztlan, but I'd include several
corporations, both the Tirs, and maybe Japan as being willing to
sacrifice that much life.

Distraction. Fairly obvious: Thunda's got a full FBI team, what looks
like most of Lone Star, and us SIGA lowlifes all chasing him. While
we're chasing him, we might be missing something else. The cases I've
had to put on hold don't seem to fit the profile: anything you guys
might otherwise be doing? Could be anyone who was willing to kill enough
people, which means if we're being distracted it's from something
Thunda's owners consider pretty significant: even if they have a total
disregard for life, this must have cost mucho money to set up.

It's almost the ancient light-in-the-refrigerator problem. The only way
to know what we might be missing is to stop hunting Thunda and go check,
because we don't know what _might_ be happening out of out sight.

Also, can you give me more information on our friend's background and
history? There's a few things I'm most curious to know about, such as
where this apparently fanatical hatred of metahumans kicked in, how long
he's been playing these games, and his military service with particular
attention to any spells in "Naval Stores Administration, Nebraska" or
other black-ops fronts and - especially - his discharge, if any.]<<<<<
