Not an awful lot to go on here. Maybe SIGA will be able to chase that
down a bit more as they appear to have been dealing with this for a
while. It's not crossed my desk so I don't have any current information
regarding this situation with the Herc. Though I seem to recall a memo
from the Hill on the subject.
If you ask Maxim for the shells back, they're either going to be _real_
defensive and evasive about it, or deny all knowledge and claim they
were stolen from a secure facility, and the problem is being dealt with
internally. I don't personally feel you will achieve an awful lot by
approaching them directly like that. Alternatively, it may alert them
to SIGA's involvement and maybe to paint that bullseye back on your
forehead. Not necessarily a good thing, but then, you should be used to
