PURPOSE OF MEETING
The meeting was called by Colonel Rusanov, S to discuss alleged changes
in the situation of Hawker assets in the Republic of Yemen, those assets
being secured by 3 x platoons of Rusanov's Rebels IAW contract

Colonel Rusanov, S claimed that a sizeable military force was operating
in the mountainous terrain north of the mine camps, and produced low-
resolution satellite imagery purporting to prove this. He suggested an
urgent reinforcement of the forces securing the Hawker assets in that
area. Colonel Rusanov, R presented a costed proposal.

Ms Pestell enquired as to supporting evidence, and Colonel Rusanov, R
indicated his data came via "human intelligence" and commercial
satellite imagery. Ms Pestell enquired as to likely effects if the data
were correct and no action were taken, and Colonel Rusanov, R indicated
that such a force could easily overwhelm the current defences of any one
camp, and could seize all three in succession within one week of
commencement of hostilites.

Mr Morales asked how long reinforcement would take: Colonel Rusanov, R
replied that transporting two companies of additional troops by air
would require one thousand tons of air freight, at a duration of four to
six days and a cost of approximately seven million nuyen. To dispatch
them by ship would cost two million nuyen, but would require sixteen to
eighteen days.

Ms Pestell indicated her concern at the costs involved, and enquired as
to cheaper alternatives. Colonel Rusanov, R replied that the cheapest
option involved fifteen-knot general cargo vessels, requiring four days
for loading, thirty-two days for transport and seven days for unloading
and deployment, at a cost of just over one million nuyen.

Colonel Rusanov, S offered to prepare a proposal for a limited
reinforcement of the sites using the Rebels' organic air support, as a
lower-cost option. Ms Pestell replied that the running costs of the
additional troops and equipment were her greater concern, as they would
have a greater impact upon the quarterly budget statements.

Mr Morales stated that the Company did not share Colonel Rusanov's
assessment of a threat, and that the evidence available was insufficient
to justify the expenditure involved in hiring the force and transporting
it to the Yemen in a timely manner. Ms Pestell concurred, pointing out
that freight costs alone for such reinforcement would consume one
month's profit from all three mines and the cost of the additional
security would reduce the mines' return on capital invested below the
Company minimum threshold.

Colonel Rusanov, R replied that an attack by a force of this size would
invalidate the Rebels' contract and trigger substantial penalty clauses.

Mr Morales reiterated that until some evidence of the presence of such a
force, and its hostile intent towards the Hawker camps, was present then
Hawker could not justify jeopardising profitability. He pointed out that
in the event of an attack by this force on corporate assets, Hawker
would seek assistance from the Corporate Court, who would not allow such
a blatant attack on a member's assets to go unpunished: and that "Akbar"
would surely be aware of this.

Mr Morales continued, that Akbar's goal was conquest of the Yemen, and
that he could not hope to succeed in this goal without the consent of
the corporations in the region. Thus, there was no direct risk to the
Hawker assets in the region.

Mr Morales declared the matter closed.
